Deputy Head of the Bioeconomy & Sustainable Materials Unit , EU COMMISSION

Agata Kotkowska is Deputy Head of Unit for Bioeconomy and Sustainable Materials at the European Commission’s Directorate-General for Environment. An economist by training, she has held senior policy and leadership positions across environmental, energy and regional policies, with over two decades of experience at the intersection of environmental policy, economic governance, investment frameworks, and regional development.

 

She has played a central role in steering the drafting of the EU Bioeconomy Strategy in 2025, coordinating contributions from extensive stakeholder engagement including industry and business, and positioning the bioeconomy as a pillar of EU competitiveness, sustainability, and strategic autonomy. Her work spans market creation for bio-based products, scaling industrial value chains, mobilising public and private finance, and embedding environmental objectives into economic and industrial policy.
