A new material can be designed for a circular economy and still struggle to compete in today's market. Regulation, recovery infrastructure, and purchasing incentives do not always move together. Which policy, infrastructure and purchasing levers would let recycled materials compete with cheaper virgin ones, and how should cost and risk be shared while those markets develop?
  • How can policy support recovery and reuse while scaling alternatives to fossil-based virgin materials?
  • Are regulatory frameworks enabling material innovation or creating barriers to market entry and investment?
  • Which incentives and procurement measures will help circular and renewable materials compete with cheaper virgin materials and become commercially viable at scale?
